DeGuzman Pottery

There is a Filipino artist Jaime De Guzman but can’t verify if this piece is by him. Is so, can’t gind what his ceramics are sellit for? I find mostly paintings of his online.
Btw, is this a planter?

 

The only planters with holes on the sides that I know of are orchid planters (since orchids cannot under any circumstances sit in water or wet soil.) But the ones I've seen most are deeper than this, so maybe not?

 

Is the under plate wide enough to catch drips from any of the holes? Looks like a berry bowl. except holes seem on the large size.
