Featured winston churchill match holder/striker ?

cant seem to find another one like it online

wondering if its a match holder, as the internal part only goes down to the bottom of his head, and could the hair on the back be the striker part

or could it be just a character mini mug which would explain the handle

any thoughts appreciated

yeah it does look like a little toby, its the internal bit thats odd though as you would expect it to go right down to the bottom
