    I agree. I think it is upside down. Maybe a bird bath or base for a fountain.

    Perhaps it originally held a sundial.

    Could be late Victorian table bases. Roughly turn of the century.

    If you add a slab of marble or nice wood you would have the most perfect little cafe coffee table : -) I would drink my coffee outside every morning!

    It seems happy as a plant stand too. With a piece of a piece like this it's less about what it was made for than what you can do with it. (I call items in the same category "mess with me"s.)
