Woodblock? Signature?

Hi! I took these pictures in the store so they are not that great. It looks like a woodblock but I cannot tell. And I hope someone can read the writing on it. It is about 10x14. It has some foxing. TIA everybody!! Hope you can enlarge to see the writing at the top.

It's Japanese.

Lotus Cut? It should be a name.

 

It looks like an illustration from a Japanese book, manga, and the style of drawing looks like Hokusai. It would be a woodblock print. As part of a book, the text may be the caption for the illustration, and not every image would be signed by the artist.
