I have this doll and I am unsure what it is and how old it is, I am unable to find a doll like this one, it used to have a bottle and it used to have clothes though im not sure what they looked like, though it definitely had white boots.
The face looks like what I can find of those two dolls online. However, they did not have the eyelashes and I think the legs and feet look different from what I can see. The ribbon looks a lot newer than the doll, which unfortunately appears to have been attacked by insects or rodents. Because it strongly resembles J. Fred Muggs and Phoebe B. Beebe, this should date to the 1950s. I hope somebody has some further ideas. And, welcome to Antiquers, @Caylin Williams !
