Incredible knowledge Amy, thank you. Although she does appear to have lotus buds (notice appears too). Any idea on how to date this piece? She has me intrigued to say the least.

As 2many already said, dating is difficult due to iconography and style restrictions. Another difficulty is that your Tara is more of a folk piece, and folk art from the region is not well documented. And the photos are a bit blurry.
In spite of that, from what I can see of the wear I think late 19th-early 20th century.
