The city marks shown on the linked page can be found on silver of the 18th century - that's the 1700s - according to the site.

Königsberg is the old German name of Kaliningrad, a name which is probably more familiar to you.:)

Bit confused on which marks belong to which spoons, but here's as much as I have on the marks:

As already said, Koenigsberg, maker Carl H.L. Zimmerman (b.1793, d.1860) - the 'T.' should be a date letter, but I don't know the year (would be no earlier than 1822, when he became a master).

Berlin, maker Heinrich Friedrich Weiland (b.1786), the 'K' with the bear indicates assayer from 1819-54, the 'B' is the secondary assayer from 1842-47, so the dating would be from 1842-47.

Winsen (the mark is a lion), maker Georg Heinrich Lindhorst, shop founded in 1827.

The date and initials look like they were chased and not engraved.

Carl H.L. Zimmermann would have only been 14 in 1807, if working, would have been an apprentice, he became a master in 1822 - the 'T.' is the date mark for 1836 (located my date chart). Would guess that the '1807' was done to match the earlier 1807 spoon on your other thread (the dotting is typically referred to as prick/pricked engraving or prick-work).
