    Japanese and very nice. I don't have time to translate it all for you as I'm not a native speaker, but the main headlines are 竹本輝夫 Takemoto Teruo (the artist) and 水月焼の由来 Suigetsu-yaki - this is the maker Suigetsu kiln, (Suigetsu ware). There seem to be a few sold pieces around if you googlefu.
