    It might be Thomas Markey. Looks very much like his signature.

    Boat + wharf landscapes are a common subject for decorative paintings, which I believe yours is. Here's another with a similar composition.

    I suspect a factory painting. I found several by your artist. I also found a number of tenuous attributions attempting to link them to various artists with the last name of Markey. Everything about the subject, style and palette says decorative.
