Japanese translation and maker of this ashtray?

Measures 8". I did find one with just the under glaze mark but i was hoping to find out what the red reads and who the maker was?

Thank you Janet. In their description they translated the mark. Arita Yaki Kouraku kiln. Although in still not thinking a vase. This has four indentations on the inner rim.

My friend google translate tells me that the red writing
Reads as follows.
"Memorial for the completion of the new building
Mine Onsen Kikusuikan annex hot spring pool."
