Also most of these Rostov enamels from the 80's which this seems to be are boxes or icons or similar.

 

I think the writing is Isokatko, probably name of the artist.

@Aznathalie , you have found good information. And that reading of the signature explains some things that I could not figure out. I love learning about Russian history and language.

 

Yes, it has helped a great deal, looks like it may be a bit earlier than I thought. I was expecting 1980's but appears it may be 50's instead. Once I have it listed I will update here if I get any extra info.

 

This artist started working in Rostov in the 50s, but there are his works in the 70s. Here is an example.
