Any Golfers Here? Arnold Palmer Signed Runner Up Plaque(?) 4 Pebble Beach Flight??

I found this last week treasure hunting a local thrift store. It is a hand signed plaque? award? for the runner up at the Deering Bay (Arnold Palmer designed golf course in Fla.) / Pebble Beach Flight - what the heck is the Pebble Beach Flight??
Is it a precursor you have to win to be able to play Pebble Beach?
I googled Pebble Beach Flight & Pebble Beach Flight, golf - but nothing came up on either version.
Any help would be greatly appreciated; Arnold Palmer autographs have sold for big money on unusual things and I'm hoping this is one of them!

I was once a serious golfer. I can't speak to this object, but I will say that the "Arnold Palmer designed..." / "Jack Nicklaus designed..." course moniker was not worth much-- those guys did that stuff as a second (or third) career.
