Aquitaine, I've been squinting at it so long I feel like I'm seeing the elephants from Disneys Fantasia!.

I don't think those are elephants at all. 4 very worn, possibly British, marks, but hard to say whether plate or sterling. You mind is converting the mess into something that makes some sense to it.

 

A 6 digit British design registration number starting with 630 would have been issued at either the end of 1913 or sometime in 1914. I think the style and design on the tongs fits that time period rather nicely.

 

You could well be right. Sadly I think it will remain a mystery but I like the date information- thanks for that

 

I'm beginning to agree with @Bakersgma.....now instead of elephants facing right, I think I'm seeing at least one bear (far right) facing LEFT!!!!! And a star in whatever that is next to it!!! Far left is a STRANGE blob!!! You're right, KSW, been staring at it WAAAY too long!!!!!
