    You don't mention sizes.

    I would guess it had a strap through that gap and was used for fastening a load.
    Perhaps a stitched leather strap like a belt.

    Like modern day ratchet straps.

    I'm not sure of metal . It's a little over 3 inches think it's a medieval dress clasp or cloak

    It looks perhaps bronze. But you can tell if it is iron by trying a magnet.
