Anyone know what this is?

Hello Antiquers, anyone know what this is and where it is from? I posted somewhere else on here but I can't find it (apologies in advance). It is a gold and blue cup with the words 'fine China - Cameo, foreign' printed underneath the cup.

Looks to be about 6 inches tall - is that close?

Shape reminds me of "Irish Coffee" mugs. With "foreign" and a wreath around the "cameo" on the bottom, it was probably made in Japan post WW2. Foreign was often used to mask the country of origin when the importing country had recently been involved in a war with that of the producer.
