I know it's Royal Crown Derby but what is it's purpose?

I have this little piece of porcelain with early Royal Crown Derby marks but I don't know what it is. It's between 3 and 4 inches tall with a ground top. Any ideas?

I'm very happy to have found all of the knowledgeable people who posted on eBay's boards.☺

Yes, spill holder. Every mantlepiece used to have one. When I was a lad you could still buy the bundles of spills. Although I am sure most of them got used for some really horrible craft work.
