A bust has to include at least some of the shoulders. A head or head & some neck is usually just called a head. Although the fraction really looks more like 2/3 to me, you might find pieces like this described as three-quarter representations.

I VERY much dislike those "dead" eyes on some statues!!!!

 

Same here, although sometimes I see cameos with pupils drilled in but not both looking the same direction, which is unsettling. Don't know about him, but she does have very carefully delineated fingernails.
