    Can't help with the name, but it's a digital art piece. Has a late 90s look to me.

    For search terms try "bird's eye view" or "aerial" instead of the very awkward "birdview".

    This reminds me of the "aerialscapes" done by artist Toni Silber-Delerive, but I don't know what her signature looks like.
