They arrived in a box of jewellery so I’m clueless as to their heritage.

If by Bin it you mean throw it away I'd say yes. In Ohio that would be considered drug paraphernalia

I got caught up in wondering why it was threaded on that one end & was clueless too, until Holly pointed out the leaf. Think, though, that there must have been another piece that made the stem longer. Maybe another oddment in the box?

 

And here I thought it was a handle off of something!

 

In college, when a joint was being passed around, I would politely decline with No thanks, I just brushed my teeth. The double take would be really funny.
