Weird Kitchen Utensil - What is it?

    I collect vintage Green Handled Kitchen Utensils and picked this up at a flea market. I have no idea what it is and haven't been able to find it on-line. Any ideas?? I'd love to know what it was used for. It is very unusual!

    think it's a pot drainer; hold against edge of pot and turn to drain water out of things like potatoes, pastas, etc...

    Wow! I didn't even think of that, but it would fit perfectly into a pot or pan for draining water. THANKS for the suggestion!

    It is a pot strainer, Foley or maybe Ecko...
