Charles Kello Watercolor?

It’s done on paper but wonder if watercolor or/and other medium because of the crackled paint?

 

Could be Gouache.

 

That’s what I thought. Would gouache crack and chip with time?

 

I second Gouache.

It does, Kards. If it's used without enough water or if an artist is using a layered approach and the binder from the applied top coat is absorbed by the under layer (base coat), top layer will crack.
