Anyone know what this is?

    Can't quite figure it out. look like it may have been used to stretch something or wind something. Anyone know what this?

    It isn't really a hinge for a particular purpose so far as I know, other than to level the seating. Generally just called a camel-saddle, and it is modeled after traditional camel-saddles; but these days, they are made to use as foot-stools or seating, sold to tourists in the Middle East.
    There would be brass caps over the two uprights, now missing, as is the cushion.
    My parents had two, much like this, brought back from the Middle East around 1960.
