Can anyone tell me what this tool is?

got this with a bunch of antique plumbing stuff. It is 25” long.

Oh, that thing? I am thinking hanger of some sort, i.e., ring is at bottom, for further attachments, and top hooks hook over slightly separated rails like an I-beam? Something like a 'meat hook' contraption? used in plumbing? Conversely, if the 'hook' ends face outward, what would you support? For scaffolding maybe?

I'm sticking with 'bed of pickup truck.'

 

maybe they link to each other, if you had more of the same, like the old 'barrel full of monkeys' toy game...

 

Another guess...some type of puller. Since it was with plumbing items, maybe sewer grates. Push the ends down through the open slats, spread them out, then use some equipment to pull up. But the hooks are kind of shallow, so yeah, I don't know.

Someone @springfld.arsenal may come along that won't guess.

 

The shallowness was making me think along the lines of cast iron pipe fitting puller. Bringing a pipe into alignment with a T or Y. it would hold with force, but drop off once done immediately... sounds dangerous.
