Is this South American potterie?

    I just found this on the Brussels Flea market and since this is not my area of expertise maybe it is of yours. Thank you for all the clues you can give me on the piece.

    The bulb top shape is unusual and perhaps diagnostic of what the contents were and where used. How do you fill it? does it have an opening in the top? Pictures please.
