Tricia, it appears to be a camp souvenir. Often these were pillow case covers. Camp Hancock was a World War I base and only open between 1917 and 1919.

That embroidered bit looks a lot like the work of the "Hand Embroidery Machine"

Similarly embroidered postcards were very popular during WWI.

They seem to sell pretty well on eB... eba...boobay.. eeeeboo... I don't understand, but I can't seem to bring myself to say it.

What's the size of this piece? I suspect it's too small for a pillow cover/topper...

It's 12" x 10 flag is like a pocket

 

I think this more likely a letter and/or handkerchief holder.

Usually these are for a set of "undies" or silk stockings to pack with.

got back to this thread late, but looks like they all got covered. I tried a few 'more generic' google searches, to try and avoid specific uses named above, and "military silk souvenir" seemed to produce decent results. mostly pillow cases as expected. P.S. I scan the 'google images' page and then narrow from there...

 

I'm tempted to research whether WWI undies/stockings would even fit that little package... but I'm on other projects today.
