    If I recall correctly, this was a cover for a can of condensed (or similar) milk. The hole in the bottom allowed you to push the can up and out when it was empty.

    That's a generic import mark so manufacturer will most likely remain unknown. I would guess the date as sometime between WWI and WWII.
