    Oh...my apologies.

    Well in that case it’s Mexican street vendor art. Probably cost about 200 pesos in today’s money.

    As Komo stated (far more graciously) someone probably bought it at a thrift store for the frame and then used it to back the retirement announcement.

    It does have some age since the announcement is dated 1978 so you can list it as vintage.
