Flag I.D. ?

    Appears to be a maritime signal flag. Made by Valley Forge Flag Co., circa 1950's. It doesn't match any of the alphabet or number flags s-l1600.jpg

    Negative meaning "no," a possible response if one were asked a question during a signal-flag conversation; I'm not sure which of the many systems of flag-signals this one is or was part of; for example, the current US Navy and ICS (International Code of Signals) "Negative" flag is that for the letter "N" and looks like this:
