    I've actually found an Antique Surveyors Staff from Precision Instrument Co and I like to know if there is anyone who knows about these things?

    The company was established in 1920 so that's your earliest date. According to this 1933 ad, the company were both makers of and agents for surveying instruments. If (as above) they're still in business, the best place to start with a query via their web site.
