Anyone recognize this marked USA red polka dot kitty?

Hi,
He’s approx 5” tall and only marked USA. I can’t find him anywhere

Just figure that's cold painted, and washing it is likely to remove the paint entirely.

Possibly one of the Ohio potteries??

I would start with a damp cloth for cleaning & would not use any type of chemical cleaner just in case.
