Wood Paddle ?

Picked up this wood paddle with some paper attached to both sides, 14.5 inches long marked Smiths Suitall Ipswich in England .Might have something to do with textiles.Checked out the company but only seems to sell stationary items can’t find anything on their history for a similar item .Could be common and I just don’t recognise what it could be.

 

They were "stationers." Defined by wikipedia.org "... i.e. someone involved in the various activities of publishing, printing, bookbinding as well as the sale of books and writing materials..."
