What is this Machining Tool & Question about the Manufacturer?

    Hi guys,

    I have this tool and would like to know what this is and what it is used for? Also wanted to find out if this was produced by Century Tool Company? I read that they are a Midwest tool company, so I was wondering why this says Japan??

    Star Drill - whack it with a big hammer as you turn it to make a hole in concrete, etc. Likely designed here and made in Japan and much was in last quarter of 20th century
