Found in box w/Sam Phillipe silver ark - are these silver figures w/base from same artist?

I found a box Friday at a local thrift store filled with silver figures/items (this came in & I had the opportunity to buy it before it was separated), including a silver folding ark that was inscribed on the bottom Sam Phillipe Jerusalem 3000 1996 26/30, and these figures + the base that I think goes with them because of the holes in the bottom of each.
But there is no name or mark that I can find except a 925 stamped on the back of the man.
Are these also by Sam Phillipe? If not, any idea who made them & what they are/represent?
PS - Also please look at last photo - doesn't it look like the man had had glass eyes or something like that?
    Thank you for any help/information!

Was there something in his eyes before - like a glass eye?

The woman is probably Ruth, but as the others said, there are some issues with the piece(s).

There was another piece on Antiquers were the 925 just was representing the coating. I wonder if that is what is going on.

Israeli manufacturers of jewelry and gift items often mark their electroformed pieces only as '925' even if filled...

Thanks all - box was only $25 so at least the ark covers it.

Here's a little trick to use when picking Journey.Save some images on your phone of really great pieces. You're not going to find this Cellini salt cellar in your best bud's thrift store-but you can use it as a general 'compass' to guide your taste by,plus it just might help train your eye re: great art & kitsch, why not give it a shot ?

Another useful idea would be taking one day a month off of thrifting and going to museums and art galleries instead.
