Any info on strange candle lantern

Hello everyone.

As usual couldn't resist and picked up this strange contraption

I think this is a candle lantern that can be used as a free standing or hanged on something like a door or perhaps a horse in some painful way (just kidding).
The bottom extends and rotates so it can stand higher.
It is very well built and looks like quality piece. However I can't figure out who made it and when.
There are no marks of any kind (looked everywhere).
Any info would be greatly appreciated.

I'm glad you posted this! I had no idea these little lanterns existed.
Now get out your magnifying glass and tell us what all the words and numbers are.

 

That definitely looks like a match striker plate on the underfoot; but no place to keep any matches.

 

Whats with the hooks ? To hang it from the curtains ??? I love gadgets like this.

 

Maybe in that tray thing in pics 7&8 ? If not,what could that be for ?

Scratch this I see it but this is not a mark just some scratched 4 digits.
