Featured Badly painted 'machinist' ? tensor? lamp w/unusual counter weight?

This is another thrift store find from my friend's shop. But I haven't bought it yet (i asked a worker to keep it in back where I found it for 1 day till i checked with you guys), because an image searched turned up nothing with the kind of counter weight mine has.
Maybe it's the terrible paint job? (You can see between counter weights & inside lamp shade it was previously yellow - and a darker yellow than what comes to mind when you think "yellow"!)
Has anyone seen a lamp with this type of counter weight?
What is it called? (I saw machinist and tensor lamps during image search)
How old is it? (I thought 70's because of the original yellow paint)
Finally - would you buy it/should I buy it?

The ones that look most like that one, are by Hadrill & Horstmann Ltd. (England, circa 1940)

That was tarted up with a coat of paint at some point. 1980s perhaps given the bright red.

They also used to some that had a clamp instead of a foot that were fitted to drawing boards. I used one in the 1960's.

 

I love these anglepoise lamps, I have 2 the same and I'd never get shot of them because they are so versatile.

 

I really like it J,but I'm partial to 40's Industrial & 70's pop.

 

Depends on the price. Seems to be a better quality lamp than most of this type (without the counter-weight). New paint job devalues it a bit. I doubt I would pay more than $35.00 in this condition, hoping to maybe triple my money. Think the potential is there for better profit but think it gets iffy north of $100.

 

I bought it today - for $14.99!

 

Also this one for $50 - shame there was only 1, but still a cool lamp!
And this Brooks Brothers fisherman jacket for $29 (last one sold for $150 on ebay but this one is a XL).
Not a lot of my faves (I like old toys, old skateboards, Art, etc) today, but I did get a pre war Lionel train set wrapped in 1953 newspaper last Friday!

 

J.Mag-I still got a 1963 Makaha Commander skateboard.It came out the December right after JFK died,boy what a year !

 

Ditto Davey-That'd be the way to do it right.It looks like the smaller pic of Hadrill & Horstmann Ltd. is silver powder coated.

 

The lamp works - can it be just sand blasted & powder costed?

Where would I go to have it sandblast/powder coating? I can only think of a custom motorcycle/car shop?
