What is this?

Hi everyone,have been confused for ages as to what this catagorically is???the top just sits on stand and can spin.Also has loops under on the top part.Not sure if its old or what?Was thinking pot plant holder to umbrella stand ,but would topple over and need to b counterbalanced i think.Thanks to anyone for help identifying this piece,Thanks heaps

 

with that vine growing up the post, I'd say plant hanger..of a sort !

Hmmm, maybe a bird feeder pole? Variety of bird feeders hang from hooks?

 

Hummingbird feeders might be fun to hang from that.
How steady is it?

 

From the size of the base, better balance all around or you'll be picking it up constantly!!!!!

 

Thanks for replies everyone.my guess as someone else said is a bird feeder ya hang from.Anything else it would just topple over,but yeah mysterious as to what it truly is,least its apoint of conversation lol,thanks again all.p.s. not overly stable clutteredcloset,hence the bird feeder thing

 

I'm guessing it is about 3 feet tall, correct?
