I would not say that the frame is cheap. And it's definitely not a photo. The paper is thin and not photo paper.[

Or has applied the halftone manually from sheets on top of original inked art, but you're more likely to see that in Japanese (and Japenese-style) comic art. In that case the tones have a slight gloss to them and are easy to see.
