No - that's the metal collar that screws onto the neck - and presumably would screw into some kind of socket.

We still use glass fuses in the store but ours are hollow with strips of metal in them.
This reminds me of the bulbs in Christmas bubble lamps, where you place the bulb into the plastic holder, then screw the holder into a socket -...
That looks like the remnant of a tag - that little fuzzy white piece of something attached to the inside back seam right below the waist band.
Those are beautiful pants. I'm curiously drawn yet repelled by them. I guess it depends on who would be wearing them. :eek::)
