It's all costume, if anyone's wondering. The glass pendant looks like fiber optic rather than strictly catseye.
I wouldn't know either way, from rough. My first instinct is citrine. I've found bits of yellow fluorite that look close but no cigar.

It's dated 1991, but the design is hard core 80s Deco Revival. It looks commercial - it has a copyright symbol. No idea who it is.
I'm guessing it was finished or grain painted to match originally, and someone got creative with it later and refinished it.
It looks ... odd. The finishes on the top and base don't seem to match.
