I can see the design being very useful in a small apartment, but the "artistic" part of it wouldn't endear it to many people.
1880s or so Victorian. No idea what to call the design, but it was in all the bedrooms for a while.

German/Prussian military. That's an old school iron cross/maltese cross. He's not Von Bismark or either Kaiser WIlhelm. None of them had beards.

It looks like a wooden jigsaw puzzle! The front says early to mid-50s to me.
My first thought was painted from a photograph, or over one. They did both. It would explain the eyes.
