My husband thought it was maybe a tool to roll porch screen into its frame.
It’s aluminum and a bit fragile and lightweight. I think the ice would break it. But... great idea!!!
The end piece does rotate and it’s kinda sharp.

I agree. You would think spots would be rubbed lighter where it was handled. The inside has dirt in it. As though someone used it for a planter.
I wonder what it would have been used for. Why would you need a heavy wood pot for non-liquids? We need Sherlock Holmes.
