The top surface is 5/16” mahogany on some kind of substrate with edge band veneer, as shown in the above photo. It’s come loose in some places...

Yes, it locks on the sides. That way, the desk top is free of the annoying plate and the appearance is not marred by having a locking bit jut out...
What do you find puzzling about the lock?
