1896 Bronze Bust Handsome Military Dude ID Needed

I recently purchased this handsome dude from an auction in Michigan. Unfortunately, my research in trying to identify him has yielded zero results. So, what say you? Any help is greatly appreciated!

 

Please show a photo of the other medal, as well as the epaulet on the shoulder, and the hat's decoration.

 

The sculptor was probably Theodor Litke, 1847-1902, Berlin.

The subject is possibly Kaiser Wihelm II.

Ah. Interestingly, all his busts (at least the ones to be found on internet) are signed 96.

That picture helps a great deal. I kept finding him in military outfits. That photo shows the shape of he ear very well.

The sign of the acorn in heraldry has traditionally been used to indicate independence in its bearer. I also found a button with the same script, thought the description was vague.

I couldn't tell if the script was two conjoined letters or one fancy W.

I found the same one. Seems to be very little on this artist. Obviously, he has talent but remains obscure.
