I've never called an outfit such as this anything other than a "dress with matching jacket", LOL.
I'm seeing more 1950s, rather than 40s. Where is the zipper? (IE: long center back vs. short side zipper.) How are the inner seams finished? Pictures of those areas will help.

The dress shape is what we called a "skimmer" in the 60's.

You call also check the inside seams for a tag or label. These can often help to identify a date of manufacture.

 

1950s, Billy. I'd call it a dress with matching jacket too. Would have been worn with a discreet strand of pearls. Be careful with this because likely from a small shop (tailor/seamstress/designer) and size would have been customized to a petite, post-World War II Japanese buyer. In other words, very possible that it wouldn't fit a fast food-fed 21st century American woman. (Although it's possible it was made for a foreign customer.) That said, cut is quite nice with slight peplum to jacket reflecting Dior's New Look. And I think the contrast of the Western cut with the traditional Japanese symbols on fabric interesting. Hard to tell from photographs but sure to be excellent quality fabric and construction. Sure there's no label?
