34” belt or necklace? Old or new?

Hi,
I can’t figure this out. The shepherd’s hook kind of makes me think it’s a belt. It’s approx 34” in total but I guess you’d hook it above the dangles which would make it about 3.5” shorter to allow them to hang. I guess you could wear it as either a belt of necklace but what is it really? Is it vintage? Recognize a possible maker?

Could be a hip belt from the 1960s. Never seen one quite that fancy but that's what it appears to be.

They also got revived in the eighties. I’ve them from both dates.
