7 inch weather vain?

    I think this is a weather vane, about 7 inches long. What do y’all think the age is?

    I do not see how it could be a functioning weather vain. There is not anything to indicate direction?
    It could be just the top of a hand fashioned vane. The arrow is rather small for a 7" vane to catch the wind? But, it looks like that was the person's intentions.

    I suspect it was produced in Asia somewhere and the maker wasn't fully familiar with an American eagle.
