A Porcelain pitcher - English Bobby with a nightstick?

I posted it on the British FB pottery forum to see what kind of answers I get and thought you might want to respond. 5 inches tall. Near the bottom on the back are the letters D and either E,B or R. Next are the numbers 5094. Very hard to read. Any thoughts about whether it's English or American and the age?

    Not in that hat, or colour uniform, I'd say.

    My first thought was a Keystone Kop (with his hat cut off to make the opening,) although the color is wrong for one of them too.

    Ges. gesch. is an abbreviation for "registered" in German.

    I thought it was German, but these pix make me feel pretty certain it is German.

    I didn't think of a pipe. He looks so angry and that looks more like a uniform than a suit. I thought the lump on the front of his hat was a badge. The lettering is so faint as to be unreadable. These photos were the best of the ones I took.
