Chris, depending on size, this may be a sugar bowl, and it may or may not have had a lid.
These types of Hanley pottery are generally transferware. Here's a jug from a different Hanley pottery; note how similar the transfers are:

The seller of this one claims it dates to ca.1910, but I cannot verify that date.

I'm also going to agree that these are not particularly "popular" these days, and I believe that the seller of the pitcher above is more than a bit optimistic with his/her asking price.

I'm wondering if that listing is using this somewhat vague reference as dating. The reference is good but this particular mark is vague. "If" when the partnership was dissolved in 1899 and "IF" Frederick continued on using Lancasters without other names (not mentioned) possibly it dates sometime after 1899 and until 1906 when the mark was amended to add & Sons.

That's pretty vague:D There is a bit more info in the link other than what I copied below.

    http://www.thepotteries.org/allpotters/642.htm

"Manufacture of earthenware at the Dresden works, Tinkersclough, in Hanley, Stoke-on-Trent.

    • Formerly Lancaster & Barker - the partners were Frederick John Lancaster, Emily Lancaster and Edward John Barker.

    • When the partnership of Lancaster & Barker was dissolved in July 1899 the business was continued by Frederick John Lancaster.

    • '& Sons' was added to the company mark in 1906.

    • At some time was renamed to Lancaster & Sons (Hanley) Ltd.

    • Later the partners were Edwin Lancaster and Mr T H Sandland as a co-director. "
