    Found in Afghanistan.

    The overall shape, material & imagery would add up to a cultural ID for someone who really knows this stuff, which isn't me. Pre-Islamic, presumably. Closest I could find were Sasanian, but not very close. There is so much fraud in this field, only question is really what time does it look like it comes from. The triskele/triskelion is probably solar imagery, & then conjoined horses? Goats?
