Nowhere in Indonesia. Javanese/Madurese wayang puppets are more delicate and elegant, with intricate designs. Every little cut-out shape has special symbolic meaning, of inportance for the play.
Balinese wayang are based on the Javanese, but have a general rectangular shape, also with intricate designs. Balinese art in general is a more robust version of that very stylized and refined Javanese art.

Those wide sleeves and trouser legs are seen a lot on Chinese shadow puppets. My guess is he is Chinese and depicts one of the Chinese minorities. No spiritual meaning, like the Indonesian wayang, just a lovely puppet.

Western China somewhere? I saw this late at night and dead tired. The hat looks like something from Central Asia.

It does, I first searched online for Uyghur, Kirghiz, etc shadow puppets, but couldn't find any. Then realized the execution looked very Chinese, searched some more, but couldn't find this little guy. Lots of others with the flared sleeves and trousers and the same cut out designs, so I'm confident he is Chinese made and probably of a Central Asian character.

Chris, since you're now officially collecting.:) Just to show how every detail of a Wayang puppet is important:

Of course the little patrem, woman's keris, is vital to the understanding of the complex information.;)
Ah well, it held down the pages and gave me another chance to show a keris. It is from Madura, has the winged horse, one of the symbols of my family, on the ship, along with sea waves. Madura was a maritime state with 68 islands that relied on the sea for their livelihood.
A 'jumping squirrel' hilt, which has nothing to do with a squirrel, but is a stylized cockatoo, the sacred messenger between heaven and earth.

This is the book, published in 1988:

As an indication of the inportance of wayang symbolism to Javanese culture, a 19th century portrait of Pakubuwana X, Susuhunan (ruler) of Solo, Central Java.
He had his face painted as if he was a wayang puppet, to show his nobility concurred with the ethics of the sacred wayang:
